Most countries maintain either a full embassy or a consular services office within Thailand. A number of countries also have regional consulates outside of Bangkok – staffed with either a full consul (e.g. the US Consulate in Chiang Mai), or honorary Consuls (e.g. the UK’s regional Consuls).
Many of the regional offices are staffed exclusively by Thai nationals, some of whom are the appointed Consuls for the country they represent. The services and relayed powers of a Consul vary from country to country – not due to the perceived international importance of the parent country, but due to the individual nations’ willingness and funding for supporting their citizens in a foreign land.
Generally speaking, all Consuls and their consular staff are able to offer advice and contacts if you get into trouble (providing a list of local lawyers for example), and in many cases that may be all they are allowed to do by their government. Others may have been authorised to assist further, such as by providing air tickets home to distressed (or robbed) citizens. If you find yourself arrested, your Consul (or a representative) may visit you, but don’t expect them to magically set you free – they’re not empowered to arrange that.
Primarily, the Consulates, whether in the capital or the provinces, are there to facilitate more mundane services such as issuing visas and replacement passports, promotion of their parent countries’ business and education opportunities to local investors and students, and to pre-screen and pre-process migration visa applications. One of their more enjoyable duties is arranging “public relations parties” – examples being the US Consular parties for 4th July, or the British ones for Queen Elizabeth’s official birthday.
